Reel Mowing Tall Grass?

Can you reel mow tall grass? It can be done with certain reel mowers but you still can not mow quite as high as you can with a rotary mower. Today I mowed an area of my yard with my greenworks manual reel mower that had grown to over 3 inches and the mower did fine.
